ID:174014 Termination pin "<name>" user assigned location constraint must cross the top side of the device

CAUSE: The specified pin has a termination user assignment. Such termination assignments can only be placed at the top side of the device. However, the specified pin has user assignments which do not cross the top side of the device.

ACTION: Change the location assignment of the specified pin to cross the top side of the device.
