ID:174007 Can't place on-chip termination pin group connected to control block <name> on side <name> because there are <number> pins to be placed but only <number> available I/O locations

CAUSE: The pin group connected to the specified on-chip termination (OCT) Control Block cannot be placed to the specified side of the device because the number of pins to be placed exceed the number of available I/O locations.

ACTION: Check the user assignment for the pin group and reassign it to an appropriate side.
