CAUSE: Too many on-chip termination (OCT) output/bidir pins with termination assignments and location assignments to the same side exist in the design. This was found by looking at the total number of IOs available on the side of the device, minus the 2 OCT RUP/RDN pins and minus all IOs without termination assignment with location assignment to the same side.
ACTION: Modify the user assignments.
