ID:174021 On-Chip Termination <name> pin "<name>" cannot be placed at user assigned location (<number>,<number>,<number>), which is not a legal location for a <name> pin.

CAUSE: The specified Rup or Rdn pin has user assignments to a location which is not legal for an Rup or Rdn pin.

ACTION: Change the specified pin's user assignment to a legal location.
