CAUSE: A strictly preserved partition has not yet been assigned to a LogicLock region. Strictly preserved partitions need to be manually floor-planned by assigning them to a LogicLock region.
ACTION: Ensure that the specified strictly preserved partition is assigned to restricted and fixed LogicLock region, and then try to compile the design again.
