CAUSE: The Fitter cannot place the specified LogicLock region because the region does not fit inside its parent LogicLock region or on the target device.
ACTION: Change the LogicLock region's size or location. Make sure that the LogicLock region fits inside its parent and on the target device, and that it does not overlap with any other LogicLock regions except its ancestor and descendant LogicLock regions.
