CAUSE: The fixed size LogicLock region has a locked region constraint due to the blocks that are assigned to it. The locked region constraint is too small for the LogicLock region to be placed in.
ACTION: Remove the locked location assignments for the blocks assigned to the LogicLock region or make the LogicLock region smaller.
