CAUSE: You made a VREF group assignment for the specified pin. However, the Fitter needs to place the pin in in a location that is not in the specified VREF group. As a result, the Fitter could not place the pin.
ACTION: Remove or modify the VREF group assignment for the pin so that the Fitter can place the pin.
