CAUSE: You assigned output and/or bidirectional pins to the specified I/O bank. However, the number of output and/or bidirectional pins exceeds the specified number of consecutive pads and can cause instability in the VREF voltage, which can then cause any inputs depending on that VREF pin to be read incorrectly.

ACTION: Reassign some of the output and/or bidirectional pins out of the specified set of consecutive pads or move all input pins to a different VREF bank.
