ID:169043 Can't place pin <name> in I/O bank <name> from (<number>,<number>) to (<number>,<number>) because too many globally routed signals feed into I/O clock region(s)

CAUSE: The Fitter cannot place the specified pin in the specified I/O bank. Placing the pin in the I/O bank would result in too many globally routed signals feeding into the I/O clock region(s) that contain(s) the I/O bank.

ACTION: Assign the specified I/O pin to a different I/O bank.
