ID:169074 Can't place I/O pin "<name>" to location <name> because the LogicLock region <name> from (<number>, <number>) to (<number>, <number>) has reserved I/O pins

CAUSE: You assigned the specified pin to the specified LogicLock region. However, the Fitter cannot place the I/O pin in the region because the Reserve unused logic cells option was turned on forcing the specified LogicLock region to reserve its unused I/O pins.

ACTION: Assign the specified I/O pin to a different region, delete the LogicLock region assignment, or turn the Reserve unused logic cells option off and recompile the design.
