CAUSE: You assigned the specified Termination logic option setting to the specified I/O pin, and assigned the I/O pin to the specified pin location, but the pin cannot be placed at the OCT_RUP or OCT_RDN pin location. The OCT_RUP or OCT_RDN pin must be used as a reference pin when any pins in the bank have the Termination logic option.
ACTION: Assign the I/O pin to a different pin location.
