ID:169033 I/O pin <name> with Termination logic option setting <name> cannot be placed inside I/O Bank <name> because the I/O bank does not support the requested Termination setting

CAUSE: You assigned the specified Termination logic option setting to the specified I/O bank that does not support the requested Termination setting.

ACTION: Assign a legal Termination logic option setting to the I/O pin or assign the I/O pin to a different I/O bank location.
