ID:169030 Cannot place pin <name> in I/O bank <name> because it uses VREF <name>. I/O bank <name> and I/O bank <name> share the same VREF, but I/O bank <name> uses VREF <name>.

CAUSE: You assigned the specified pin in the specified I/O back that uses the specified VREF. However, the Fitter cannot place the pin because the I/O bank shares the same VREF with the specified I/O bank that uses the different, specified VREF.

ACTION: Assign the specified pin to a different I/O bank.
