CAUSE: You assigned the specified Termination logic option setting to the specified I/O pin and assigned that I/O pin to the specified I/O bank. But the bank does not contain the OCT_RUP or OCT_RDN location that is required by the Termination logic option.
ACTION: Assign the I/O pin with the Termination logic option setting to a different I/O bank, or delete the logic option assignment on the I/O pin.
