CAUSE: You assigned I/O standards to input or bidirectional pins and then assigned the pins to the same I/O bank. However, the I/O standards assigned to the pins have incompatible VCCIO voltages.
ACTION: Assign pins with incompatible VCCIO values to different I/O banks.
