ID:169041 Pin <name> cannot be placed in I/O bank <name> because the location assignment on the pin does not intersect the I/O bank

CAUSE: You made a location assignment for the specified pin. However, the Fitter cannot place the pin in the specified I/O bank because the location assignment does not intersect the specified I/O bank.

ACTION: Modify the location assignment for the specified pin so that it intersects the specified I/O bank.
