CAUSE: You turned on the Enable user-supplied start-up clock (CLKUSER) option to direct the device to use a user-supplied clock on the CLKUSR pin for initialization. However, the CLKUSR pin is not bonded in the target device.
ACTION: Disable CLKUSR pin for the target device. Go to the General tab of the Device and Pins Options dialog box and unchecked the Enable user-supplied start-up clock (CLKUSR) option.
