ID:169277 Pin <name> with security level "<text>" of secured region <name> cannot be placed in the I/O bank <name> because the bank is covered by incompatible secured region(s)

CAUSE: You assigned the pin at the specified pin location. However, the Fitter cannot place the pin at the location because the bank is covered by incompatible secured region(s).

ACTION: Delete or change the location assignment.
