ID:167108 PLL "<name>" cannot be placed at <name> because the refclk pin "<name>" is unable to feed the PLL from the current pin location.

CAUSE: The specified phase-locked loop (PLL) cannot be placed at the specified location because the specified PLL cannot connect to the specified refclk pin.

ACTION: Change the location of the refclk pin or the PLL.
