ID:167105 PLL "<name>" cannot be placed at <name> because the refclk pin "<name>" is also feeding the core

CAUSE: The specified PLL cannot be placed at the specified location because the PLL can only be fed by dedicated refclk pins which are not able to feed the core.

ACTION: Change the location of either the refclk pin or the PLL.
