ID:167022 <name> "<name>" can't be placed at location <name>. This location cannot route to the IQTXRX lines, which is necessary to drive the following atom(s).

CAUSE: The specified atom cannot route to the IQTXRX lines, but it needs access to them in order to drive the specified other atoms.

ACTION: Remove any location assignments on the specified atom or assign it to a different location that can drive onto the IQTXRX lines.
