ID:167102 Can't place <name> "<name>" at location <name>. This location cannot route to the ICDR lines, which is necessary to drive the following atom(s).

CAUSE: The specified atom cannot route to the ICDR lines, but it requires access to them in order to drive the other specified atoms.

ACTION: Either remove any location assignments on the specified atom or assign it to a different location that can route to the ICDR lines.
