CAUSE: The Fitter requires the use of more than one clock buffer at the specified node in order to satisfy global signal and partition boundary requirements. This error can occur when the Fitter cannot route both global and non-global versions of a signal into and out of a partition, thus requiring the use of multiple clock buffers at different levels of hierarchy.
ACTION: Ensure that all split global/non-global fanout satisfies partition boundary requirements. Duplicate boundary ports for the signal as required, such that each downstream boundary port has only all global or non-global destinations.
