ID:35037 One or more partitions use an empty netlist -- this error may be the cause of the illegal netlist connectivity that was reported earlier

CAUSE: This error message is always accompanied by a previous error message issued by the Partition Merge Report regarding an illegal netlist connectivity in the design. One or more partitions currently have the Netlist Type property set to Empty, which means that they are replaced by an empty netlist with the input and output ports implemented as virtual pins. Netlist illegalities can result if the atoms from the other partitions cannot be connected to virtual pins due to the restrictions imposed by the device.

ACTION: Change the Netlist Type setting of one or more partitions to a value other than Empty.
