CAUSE: You added an assignment to the Quartus Prime Settings File (.qsf), and you either specified an assignment value for the -to option of the assignment where one is not required, or you did not specify an assignment value for the -to option of the assignment and the assignment requires one.
ACTION: If you specified an assignment value for the -to option of the assignment where one is not required, remove the assignment value for the -to option from the assignment. If you did not specify an assignment value for the -to option in an assignment that requires one, add the assignment value for the -to option to the assignment.
