Description:
This patch addresses a race condition between the H-Tile Avalon® streaming IP for PCI Express* (configured as a x16 link) reset tree and the FPGA configuration process that may lead to functional problems.

This problem is place/route dependent. Not all seeds from a project will manifest the functional issue.

The reset tree in the soft logic of the H-Tile Avalon® streaming IP for PCI Express* has been revised by removing a reset fix specific for FM devices which are going out of support and ensuring S10 based devices are bolstered with robust reset mechanism

Caution - You must either have previously installed the
          Intel(R) Quartus(R) Prime 21.1 software or must
          install the Intel(R) Quartus(R) Prime 21.1 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Intel(R) Quartus(R) Prime
          software will not run properly.
