Problem: The deocder logic for Non-Posted Header credit decodes the
         Completion Data Credit causing the Avalon-MM bridge logic 
         to stop sending the NP-Read hanging the system.


Solution: The decoder logic is changed to decode the correct bit of
          the tx credit bus from the transaction layer.


Caution - You must either have previously installed the 
          Quartus II 10.1 software or must 
          install the Quartus II 10.1 software 
          before installing this patch. Otherwise, the patch will 
          not be installed correctly and the Quartus II 
          software will not run properly.
