Description:
This patch fixes incorrect active device index to retrieve flash information in multi-device chain JAM file.

Caution - You must either have previously installed the
          Quartus Prime 19.3 software or must
          install the Quartus Prime 19.3 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
