Description:
This patch contains updates to address the following:
- A CVP Update failure
- HPS watchdog timeout fails to trigger an RSU event

Caution - You must either have previously installed the
          Quartus Prime 19.2 software or must
          install the Quartus Prime 19.2 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
