Description:
This patch addresses USB Blaster II programming cable USB enumeration issues.

Caution - You must either have previously installed the
          Quartus Prime Programmer and SignalTap II 19.1 software or must
          install the Quartus Prime Programmer and SignalTap II 19.1 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime Programmer and SignalTap II
          software will not run properly.
