Problem: 
When support for the Cyclone10LP IOPLL was added, the simulation 
was not updated to include 'cyclone10lp' as a valid family. This 
meant that the PLL simulation model would not be instantiated for 
cyclone 10 LP PLLs.

Solution: 
This changelist adds cyclone10lp to the list of valid families in 
the altpll simulation wrapper. 

Caution - You must either have previously installed the
          Quartus Prime 17.0 software or must
          install the Quartus Prime 17.0 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
