Problem:  LUTRAM write enable incorrectly tied to GND instead of VCC
	  under the following two conditions: labclk0 does not have
	  active clock enable (i.e. LUTRAM always writing) AND labclk0
	  does not control any data input registers.  This causes the
	  LUTRAM to malfunction since the write operation never writes
	  to the memory.


Solution: This patch fixes the Assembler to properly connect the write
	  enable to VCC in this case.

 
Caution - You must either have previously installed the Quartus II
          software version 9.1 or must install the Quartus II
          software version 9.1 before installing this patch.
          Otherwise, the patch will not be installed correctly and
          the Quartus II software will not run properly.
