Problem:  The Quartus II software incorrectly sets the clock and data
	  recovery (CDR) unit in Stratix IV GX/GT and Arria II GX 
	  transceivers when they are configured in any mode except
	  PCIe mode and the CDR is configured in automatic lock mode.
	  This may cause incorrect data to be recovered.


Solution: This patch resolves the problem by setting the CDR unit
	  correctly.  Refer to the Stratix IV GX/GT and Arria II GX
	  Errata Sheets for more details:

Caution - You must either have previously installed the Quartus II 
          software version 9.1 SP2 or must install the Quartus II

          the Quartus II software will not run properly.
