Problem: In RX only mode, rx_freqlocked will never asserted.


Solution: This patch is to power up related TX channel in RX only mode
	  in order for rx_freqlocked to work properly.


Caution - You must either have previously installed the Quartus II
          12.0 SP2 software or must install the Quartus II 12.0 SP2
          software before installing this patch. Otherwise, the patch
          will not be installed correctly and the Quartus II software
          will not run properly.
