This patch fixes the following ALTLVDS_RX MegaWizard issues:

1. ALTLVDS_RX startup has issues when targetting Cyclove IV GX.

2. Start MegaWizard then select LVDS_RX and Stratix IV. If you choose
   DPA and "Use external PLL", you see errors in the Message window.

3. Pll_areset should be allowed when DPA mode is chosen along with
   External PLL.

4. Error: Port rx_enable is being set to the state USED which is
   incompatible with the current settings of USE_EXTERNAL_PLL(OFF).

   The legal state is UNUSED. ALTLVDS_RX rule file always sets
   external_pll mode to OFF whenever deser factor = 5, 7 or 9, which
   is wrong.


Caution - You must either have previously installed the 
          Quartus II 10.0 software or must 
          install the Quartus II 10.0 software 
          before installing this patch. Otherwise, the patch will 
          not be installed correctly and the Quartus II 
          software will not run properly.
