This patch provides the following fixes and new support:

      FIXES:
        1. Missing inclk on RX CDR PLL/CMU PLL when ATX PLL and CMU PLL is enabled on ALTGX
  	    2. Reconfig MIF writer mistakenly replaced some bits in the first word of MIF header 
	       when ATX PLL is used.
	    3. Dynamic reconfiguration input clock options are swapped.

      NEW SUPPORT:
        This patch provides support for New CMU/CDR/TX/RX Settings for Arria
        II GX for data rate > 5Gbps to meet spec.

        This patch will ensure the TX settings is meeting the device
        specification for Arria II GX with protocol CPRI and effective
        datarate above 5G. The patch includes Megawizard and compiler support.

        This patch automatically sets the default analog settings for the
        transmitter PMA in Deterministic Latency mode for data rates >
        5Gbps. To see the default PMA analog settings for the transmitter in
        the Mega-wizard, refresh the ALTGX Mega-wizard by setting the
        'Transmitter termination resistance' to 150 Ohms in the 'TX
        Analog' page.



Caution - You must either have previously installed the 
          Quartus II 10.0 software or must 
          install the Quartus II 10.0 software 
          before installing this patch. Otherwise, the patch will 
          not be installed correctly and the Quartus II 
          software will not run properly.
