This patch applies to the Cyclone IV GX family.

The timing models for the I7 -40C corner inadvertently slowed down some routing
resources, making it very difficult to meet timing.

The relevant timing models have been fixed in this patch.

The best way to use the new timing models is to re-compile your design after 
applying this patch.  However, if you want to preserve the place and route 
and if you have previously compiled using Quartus II 9.1 SP2, you may be able 
to simply re-run the TimeQuest timing analyzer, by running the command below
in your design project directory:

        quartus_sta --force_dat <project_name>

Additionally, if your design doesn't meet timing with this patch installed
but it met timing before,It is recommended that you re-compile your entire design
again because Quartus II software will optimize the fit to match the new
timing models.

Caution - You must either have previously installed the Quartus II
          software version 9.1SP2 or must install the Quartus II
          software version 9.1SP2 before installing this patch.
          Otherwise, the patch will not be installed correctly and
          the Quartus II software will not run properly.
