Problem: 
    Error: The specified SignalProbe pin name is reserved for 
           another location and results in not able to assign 
           anything to this location.


Solution: The patch fixes the issue


Caution - You must either have previously installed the
          Quartus II 11.1 SP2 software or must
          install the Quartus II 11.1 SP2 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus II
          software will not run properly.
