This patch fixes a problem that ModelSim-Altera Starter Edition
doesn't start without a license.

Caution - You must either have previously installed the
          ModelSim-Altera 10.3c (QuartusII 14.1) Starter Edition
          software or must install the ModelSim-Altera 10.3c
          (QuartusII 14.1) Starter Edition software before installing
          this patch. Otherwise, the patch will not be installed
          correctly and the ModelSim-Altera software will not run
          properly.
