Problem : There was no connectivity to/from the LOANIO FPGA_HPS interface and the HPS IO and hence there was no timing modeling.

Solution: This patch adds the timing model based on ICD data representing the delay from the LOANIO through the HPS to the HPS IO.

Caution - You must either have previously installed the
          Quartus II 13.1 software or must
          install the Quartus II 13.1 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus II
          software will not run properly.
