 This patch updates the SoC EDS Hardware Libs area to add new APIs to the release:

* QSPI -- an API to read and write the QSPI flash

* I2C -- an API to help use the I2C serial interface

* ECC -- an API to help use the ECC hardware

The patch also contains various updates and bug fixes to the Hardware Libraries
that were fixed between the 13.1 release and this patch release.

The Hardware Libs source and documentation can be found inside the Altera 
directory at this path:
  embedded/ip/altera/hps/altera_hps


Caution - You must either have previously installed the
          SoC Embedded Design Suite (EDS) 13.1 software or must
          install the SoC Embedded Design Suite (EDS) 13.1 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the SoC Embedded Design Suite (EDS)
          software will not run properly.
