Description:
The patch provides Stratix 10 Mailbox Fabric fix which involves the
functional correctness of using PR IP with Stratix 10 Mailbox fabric.

Caution - You must either have previously installed the
          Quartus Prime 19.2 software or must
          install the Quartus Prime 19.2 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
