Description:

Quartus Prime 19.1 fails to generate a SOF when compiling a design
with Nios II/e Processor Core. Please apply this patch and re-generate
Nios II/e from Platform Designer before proceeding with Quartus Prime 
19.1 compilation.

Caution - You must either have previously installed the
          Quartus Prime 19.1 software or must
          install the Quartus Prime 19.1 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
