Description:
This patch corrects a bug that caused delays from all the general
purpose inputs of the FPGA to be incorrect.

Caution - You must either have previously installed the
          Quartus Prime 18.1 software or must
          install the Quartus Prime 18.1 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
