Description:
This patch fixes the issue where HLS-based core IP generation fails
due to missing HLS license.

Caution - You must either have previously installed the
          Quartus Prime 16.1.2 software or must
          install the Quartus Prime 16.1.2 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
