This patch fixes the following issues for Quartus Prime Pro Edition:

[Pro] Fixes Qsys error "Can't initialize DevFamilyManagerFromDB"
Exception when loading Qsys if there was a significant access time
delay in loading Device Database from Quartus Install Directory
 
[Pro] [Qsys] fixed the issue where files failed to be added to project
properly when processing a higher number of files.
 
[Pro] Fixed an issue where IP core file paths were being stored as
absolute paths instead of relative paths.  With this fix, the file
paths added to a Quartus project are relative paths.


Caution - You must either have previously installed the
          Quartus Prime 16.1.2 software or must
          install the Quartus Prime 16.1.2 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
