Description:
Changes are made for Arria 10 TSE IP (LVDS I/O for PMA implementation)
to address the potential LVDS performance issue

With this patch:
1. TSE LVDS multi-channel configurations are reduced to 1,4 and
8-channels; all other configurations are not supported.

2. In those multi-channel configurations, all TSE LVDS IP instances
must be placed in the same IO bank; inter-bank clock sharing is not
allowed.

Caution - You must either have previously installed the
          Quartus Prime 17.0.2 software or must
          install the Quartus Prime 17.0.2 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
