Description:
Broadcast deinterlacer and Deinterlacer II customers may experience
licensing issues when upgrading to 16.1. This is due to the merging of
the two IP cores into a single Deinterlacer II component. This patch
ensures the obsolete Broadcast Deinterlacer license is not needed to
use the Deinterlacer II in 16.1.

Caution - You must either have previously installed the
          Quartus Prime 16.1 software or must
          install the Quartus Prime 16.1 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
