This patch fixes the following issues (impacting Stratix 10 only):
1. QSPI flash performance issues (long read times)
2. Transceiver register bitflip/corruption (resulting in loss of
transceiver channel connectivity)
3. Remote System Update (RSU) error recovery improvements
4. FPGA programming error

Caution - You must either have previously installed the
          Quartus Prime 19.3 software or must
          install the Quartus Prime 19.3 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
